The Plebiscite Ballot

In November, the people of Puerto Rico will have the opportunity to vote on the issue of their status. They will have two questions: first, they must choose between making a change and maintaining their current status as a territory of the United States.

Second, they will be asked to vote among three options. Here is the wording of this choice in Spanish:

Here are the three options in English:

(I) State: I prefer that Puerto Rico be a State of United States with rights, benefits and responsibilities equal to the other States of the Union, including the rights to full  congressional representation and participation in presidential elections, and want the Federal Congress to enact the legislation necessary to begin a transition to statehood. ___.

(II) Independence: I prefer that Puerto Rico become sovereign and fully independent of the United States and that the Federal Congress enact the legislation necessary to begin a  transition to the independent nation of Puerto Rico. ___.

(III) Sovereign Associated Free State: I prefer a status outside the Territorial Clause of the U.S. Constitution, which recognizes the sovereignty of the people of Puerto Rico. The  Sovereign Associated Free State would be based on a free and voluntary political association, the specific terms of which would be agreed between the U.S. and Puerto  Rico as sovereign nations. The agreement would provide for the scope of the jurisdictional powers that the People of Puerto Rico would authorize the United States to retain and for other powers or authorities.______.
